SLD Identification: An Analysis of State Policies            Edward K. Schultz, Midwestern State University            Tammy L. Stephens, Texas Woman’s University ABSTRACT The reauthorization of the Individuals with Disabilities Education Improvement Act (IDEA; 2004) has resulted in many changes in the field of special education; specifically in the eligibility criteria used to determine the presence of a specific learning disability. Results indicate variability among the states regarding eligibility with all states using response to intervention and the majority of states allowing the use of various discrepancy models.
