Challenges to Effective Assessment of Learning
Sue Margaret Norton, University of Wisconsin Parkside

Assessment of student learning has received much attention in the last
decade. Many experts have articulated the value of assessment, and many
critical decisions in higher education are now based at least partially
on effective assessment. While the value of assessment is clear, the
implementation and maintenance of an effective assessment process is often
challenging. This paper identifies some of these challenges and discusses
potential solutions.
